Here’s the Mauser and the Mosin Nagant, both under $200. You have to ship to a FFL dealer, they’ll charge a small fee to do it. The ammo is cheaper for the Mosin Nagant, that may be something to take into consideration.

The Mosin Nagant 91/30 would be your best bet. You can still find them for under $100 dollars if you look hard. You can also get a Yugo Mauser 98. I Ordered a Kar98 German mauser a couple of years back for about $100. But the prices have jumped considerably since. The Mosin Nagant is a great rifle. Very accurate and durable. Be sure to look it over carefully before buying. I was at a sporting goods store the other day and they had a rack of Nagants for sale for $99. However they had been shot to hell. Take a 7.62×54 round and stick the tip of it in the end of the barrel. The bullet should not be able to fit all the way. Should give you a good idea what kind of use it’s had.

The Moisan Nagant or a Mauser in 8mm. There are a lot of Yugo mausers in good shape for about $200 if you do a little leg work.
I would rank the Mauser a cut above the Moisan Nagant.

The Mosin Nagant models 91/30, 44 or 38 in 7.62x54r caliber.
The Yugoslavian Mauser model 24/47 in 8mm caliber.
The Yugoslavian Mauser model 48 in 8mm caliber
The Lee Enfield in .303 caliber
The Lee Enfield 2A in .308 Caliber (note: this is a modern caliber)

German Model 98k Mauser’s are getting hard to find under $200.
The bullet in the end of the barrel is a technique to see if the barrel is too used up; if the bullet just drops in to the cartridge neck it is a tired barrel. However, many Mosins have that area drilled out to regain accuracy so don’t rely on it.
In the long run, it is the ammunition that will be the most costly, not the gun. Surplus ammunition prices in your area might be a good guide for you; whatever you ultimately get, practice a lot with it.
