For one "sniper rifles" are a military term, there isnt really a civilian version of a sniper rifle. Even when you take the gun that the military is using and you even get it from them and you call it a sniper rifle its still not proper. The gun is called a sniper when its in the hands of a actual sniper, not just any average Joe. The proper terminology you are looking for is hunting or deer rifle. Go to any local gun store and talk to someone behind the counter

Try a gun store. They should be able to assist you with whatever legal requirements your country has for such purchases.

There is really no such thing as a civilian sniper rifle. Try using the proper terminology and call it a deer rifle. Call the government office of fishing / game / hunting / wildlife, whatever, get the local law and order 4-1-1
