If you purchase the rifle, you will be able to keep your weapon. If it is the military’s weapon, it is not yours and you will not be able to keep it, unless you were to buy it from the Government.
Shooter was a movie and is fiction. Your friend may have purchased his rifle or he is yanking your chain.
