I got a sniper rifle from the secret rock near Megaton but it is in very bad condition. Besides Arkansas in Minefield, where else can I find/buy a sniper rifle? Also, Does having a sniper rifle equipped increase the range of V.A.T.S?

There is a Sniper Riffle located in the office overlooking trainyard. (Ghouls in trainyard provide excellent incentive to test it out) I’m not sure if it’s any better though.
