Germany’s military power after WW1 was intentionally destroyed by the allies via the Treaty or Versailles to ensure they would never become a military power again. When they started to rearm, due to the lack of military hardware on hand, they had to start over which resulted in the average German unit having modern equipment at that time the others. They also poured a lot of money and resources into R&D before the war, which the Allies did not do until the start of it. Germany has always had excellent military training dating back to the Prussian Army.
