As others have stated, best is a subjective thing. Best for what?
If you are speaking in terms of an infantry small arms you still have to narrow it down a lot. Are you talking about MOUT (Military Operations In Urban Terrain) where many engagements are indoors, or are just talking run of the mill foot soldiers that may end up anywhere?
Are you talking accuracy or dependability or brute stopping power or all of them? Maybe you are talking about mission adaptability or civilian suitability?
See there are way too many variables to come up with a "best".

There is no ‘best’. Your question is much like asking a mechanic which ‘tool’ he has is the best?
None, all tools have a purpose.
A firearm is a mechanical tool nothing more.

Depends what you want it for. Sniper rifles can spread panic and keep a whole unit grounded. Wouldn’t want to find myself in a close range fire fight with one though.

i like the magpul masada i saw it about two years ago one the tv,it is reliable and cand be easily custimized, if i chose a second it would be the hk 416 because of its high relaibility

No such thing as "the best". What is the best for one user might be totally hopeless for another. Features that may appeal to one user may not appeal to another. It all depends on individual requirements, which of course explains why there are so many choices.
