Normally you have to be 21 in Texas. If you are a member of the military or an honorably discharge veteran, you can get one at 18.
It looks like you still have to complete a recognized firearm course. I could not find if military training qualifies. You can find more information in the sources.

Most places you go to the sherriff’s office, I’d call first and see if you can apply as a none resident. You’ll won’t be able to carry on base.

the same way a civilian applies for one and you must follow the same laws
