Last I checked Uncle Sam still provided all the guns and gear you need. Talk to the recruiter now and he have you lined up when you are of age.

Here’s the best advice. Forget about the gun and study ballistics.

Mike-
One answer:
Carlos Hathcock
The questions are:
How do you feel about the United Stated Marine Corps?
Are you commited enough to serve your country?
If yes, then find a recuiter and sign your name!

Do you really want to kill somebody intentionally ?

first off you having a sniper rifle would mean that you are illegally killing people. the word sniper is describing the use of the rifle not what the rifle is, much like assault rifle is term often miss used by the media, until it is used to assault or snipe it is just a rifle.
the rifles that snipers use are simply very well built rifles with very good optics. often they are bolt action rifles based on civilian rifles usually used for hunting and target shooting.
really any .22lr rifle will be good enough for you to learn the basics of marksmanship and will be much cheaper to shoot and really it would be a good idea to find a good firearms safety class. if you want something more along the lines of what the military issues then a remington 700 chambered in .308 is what you should be looking at, most military snipers use a rifle (m40x, m24) based on the 700 action. if your on a budget look at savage and howa. as to where you can buy one, well just about any local gun store, sporting goods store and walmart will carry both remington and savage. but you will have to either wait until you are 18 or get the rifle as a gift from a family member.

You can search the shelves till you’re an old man, you’re never going to find a "sniper rifle" anywhere.
First, if you are truly serious, look up the word ballistics on wikipedia.com or google it.
Second, If you’ve never handled a fire arm before, get some help from a mentor that knows something.
Third, just because everyone’s heard of a Barret .50 rifle, doesn’t make it the preferred weapon of choice. Get yourself a nice bolt action .22 to start out with. You can learn everything you need to know about accuracy, windage, drop, and safety with the .22. Those are the fundamentals. Nothing more can be learned with out understanding those aspects.

Assuming you’ve never shot a gun and want to be a sniper based on video games and have no idea what goes into it, I’m going to say get a .22, a small caliber gun to learn the basics first.

keep playing halo…

You are not a sniper so you don’t need a "sniper rifle". You need to learn to shoot. The best thing you can do is get a gun, even a decent air gun would work. If you want a firearm, a 10/22 would be a good choice. You need to practice shooting every time you have a chance. You have missed about 10 years of practice all ready. Wait a week or two or start playing GTA. You may decide you want to be a race car driver or something else.

So you’re 15 and you want to shoot people? Makes me wonder about your upbringing, kid. You see, there’s a LOT that you have to do before you can ever even be on the "list" of qualified marksmen that are chosen to be trained as snipers. Just simply thinking that it would be cool to shoot people from a distance does NOT qualify you. In fact people who "want" to kill other people, even if they’re on the same side as me, really make me nervous. Why don’t you stick to your video games for a few more years and then assuming that you graduate from high school and have the guts to endure 13 weeks of Parris Island, another 16 weeks of 0311 at Onslow and have performed expertly on the rifle range while serving in the fleet for a couple of years…, then ask your SL to push up a request mast for you to apply. Maybe you will be lucky enough not to have to serve in a CZ. Maybe you won’t. But I will tell you this much: It has been my observation over a career in the USMC that people of your mentality (thankfully) never make it past the recruiters screening exam. Do yourself and those of us who do this business if not cheerfully at least professionally a favor, stick with your video games and try to find yourself a better male father figure because the one you have has failed you.

To answer the first part of your question, "cheap" and "good" do not go together when it comes to sniper rifles. As has been pointed out, a sniper rifle is often a customised military version of a civilian hunting rifle, like the M24/M40 based on the Remington model 700, or may be a high-tech purpose-built rig such as the recent crop of .50BMGs, 408, .338 Lapua, etc, or less so these days, an adaptation of an existing service rifle, as formerly done with the M1903 Springfield, M1 Garand, Lee-Enfield, Mauser, and so on, the greatest perhaps being the M21 based on the M14. Regardless, none of this, even military surplus, does not come cheaply.
So first of all, get a decent .22 rimfire, preferably bolt-action, and lots of ammo to practise the fundamentals. If possible join a gun club, take a class, get a shooting coach, sign up for a rifle team. And don’t just consider the .22 a mere stepping stone, .22s can get addictive all by themselves. When you graduate to a "real" rifle, a bolt-action .223 is recommended on your way to a .308 or other medium calibre.
But there is much, much more to being a sniper than just being an phenomenal marksman. A sniper is a highly specialised, trained and motivated soldier, far beyond the rank and file. You’ve got a few years before basic, so start getting into the best physical shape you can. And while you’re running, lifting, working the bowflex or whatever, have someone screaming at you that "you suck, you’ll never make it, you wanna quit now faggot, you make me sick," etc. because you’re gonna have to deal with that psychological stress crap eventually and the sooner the better you should learn that your D.I. yelling at you is NOTHING compared to some taliban or vietcong who’s trying like hell to kill you. Believe it or not, your sergeant actually means well.
Read up on Hathcock & the other greats, read everything you can on guns, shooting, ammo, ballistics. Go hunting for rabbits, turkey, & deer, learn about terrain, concealment and stealth, brave the bad weather, you may someday have to lay motionless in a crater full of excrement and rats under a burning sun or torrential monsoon for days on end waiting for the shot.
And don’t forget what Patton said: "nobody ever won a war by dying for his country. He won it by making the other miserable SOB die for his."

get a .22lr single shot rifle and start practicing! use iron sights to 150 yards, then get a mosin nagant and work on hitting accurately iron sights only to 200 yards.
special ops also requires absolutely perfect physical shape, I recommend you start exercising and running regularly, you need to be in top physical shape to have any chance to get in.. its not just any good marksman can get into special ops.

Grow up.

Well you can’t buy any rifle in the USA until you are at least 18 years old. That said you should also know that there’s no such thing as a ‘sniper-rifle.’ There are rifles used by snipers, sniper’s rifles:
In 1963 in Dallas a 6.5 Italian Carcano was alledgedly used. The Texas Tower Sniper alledgedly used a Remington 700 ADL 6mm and those fools in Maryland used some kind of .223 carbine. None of these are considered the ideal sniper’s rifle although they all worked. The closest was the Remington 700 although the caliber was hardly what would be called first choice for hard-core snipers. The Carcano is considered by many as a ‘piece-of-junk’ rifle! In fact it was purchased by mail-order for less than twenty US dollars, and served to erode our right to mail order firearms. Finally, the .223 carbine is caliber-wise smallish.
What you would want is a .30-06 Springfield or a .308 Winchester caliber in a quality bolt-action rifle configuration. Say your choice of Model 700 Remington. Then you would want to add good optics. Sometimes you can get the package deal. I’ve seen 700s with Zeiss scopes, bipod, matte finish and black synthetic stocks all ready to go for around a thousand plus.
If you are serious about your career choice then consider joining the US Marines. They have the best sniper school, if you can get in.

you can’t get a sniper rifle unless you join the military and become a trained sniper. sniper rifles don’t exist to civilians If your in the market for a scoped rifle then I would suggest looking into a Remington 700, Savage M77, and Winchester 70. look for ones in .308.
added-well if you willing to serve our country and die for it then you know how to get a sniper rifle then. as of now look into one of the scoped rifles I mentioned.
