The forearm does not go to the end of the barrel. It has two 10 round clips.

if you live in america you dont need a license to own that rifle.
it sounds like a Lee Enfield SMLE mark III… i can tell you the ballpark value for that gun is $150 minimum if it is in decent shape and $300 max if it is in exceptional shape. but there are always cases of weapons like that being worth much more.
if you need a better appraisal i suggest taking it to a local gunshop or gunsmith.
it is a very popular rifle and anyone that knows their fair share about guns can appraise it with a visual inspection.
hope this helps… good luck!

It does not sound right with the fore arm but You could have a P-14. If so it should be worth between one and two thousand depending on overall condition. A P-14 is not a Mk-III. It is an American made Enfield in .303 cal. Most British sniper rifles were P-14′s. They are still rare. And they are worth lots more than a regular British Lee-Enfield. The fore arm is what sounds like a P-14. The date 1915 fits right in with a P-14.
