NO civilian can purchase any form of the M-4, or component thereof, currently issued by the U.S. military, only Law Enforcement units can, as it was produced after the GCA 1986.
Before "Slick Willy’s" Illegal gun and mag ban was allowed to die in America, the Peoples’ Republik was saddled with their own State version of this nastiness by the Democrack Hoplophopes they keep electing across the River, and the AR-15 and all its’ variations were among the multitude of weapons denied to law-abiding citizens of Kalifornia by the ‘States’ "assault weapons ban"!
For your best source of info, contact a nearby firearms dealer, especially if there is a Class 3 (full-auto weapon) dealer left in your locale.
Over here in Arizona, one of the last "Free States", a law-abiding citizen can own and shoot pretty much ANYthing they DAMN well PLEASE! (I personally know a couple of millionaires who own and shoot LEGAL G.E. ‘mini-guns’, which I’m sure would give Boxer, Finkenstein, and the other Hoplophobes over there the FITS!)

For most of the US, semi-auto versions are allowed. Unfortunately California has been taken over by Fascists….excuse me, Liberals, who would prefer that only the Police be armed and not citizens.
Check here for your state gun laws and regulations, including local regs.

The Peoples Язpublik of kдlifoгйд will not permit those weapons. Move to Arizona we still have personal freedoms and are allowed to think for our selves. I walked into http://www.jgsales.com and 30min later I had an semi-auto AK-47 and 1000rnds. to go with it. I even ordered tracer rounds from cabelas but after a near disaster with a fire I don’t shoot them in the desert anymore

California is pretty big on restricting everything. You need to check with the federals regs on thid though. You can only legally own a select-fire weapon (that is one with burst or full auto capability) with a Fedral Class III license,no matter where you live in the U.S., though some juridstictions legislate above and beyond. But those laws are one of the reasons I moved out of california. Last time I checked, semi-auto versions were still obtainable legally, but I don’t know if California maintained the hi-cap magazine ban after it expired from the federal books.

Yes, you can own semi auto "assault rifles" in most US states. I think the exceptions are Mass, DC, NYC, CA, HA, MD.
As for full auto, they are allowed in Class III states and you must find a transferable class III weapons, which range from $3k and up. CA is a liberal hole with no future for it in terms of real gun rights.

In part of the country that still recognizes the Constitution (just about every state but NY, CA, and MA) you can own semi-auto AR-15s and even fully-automatic m16s, if you can find them and have an extra $10,000 laying around. As for Commiefornia, you can’t own most assault rifles or fun semi-autos. You can however own this AR-15 version rifle ( http://atlanticfirearms.com/programming/expand.asp?Prodid=213 )
This will be the closest most Commiefornians will be able to get to an AR-15. It looks just like the firearms we in America get to shoot, but it has a 10rd, fixed magazine to comply with Commiefornia laws. You load it by popping the top off like you are going to clean it, and load the rounds directly in to the magazine from above. You can load a normal AR like this as well, I tried once at the range just to see what you Commiefornians have to go through. I’m just glad I live in the free part of America.
As another firearm fan to another, I highly suggest moving to another state. Arizona and Alaska are both the best places in America for firearm lovers. Hell, in AK (and how great is that also) you don’t even need a permit to carry concealed. In Arizona you do, but it is not a very big hassle. AZ is too hot for, so I live up in a Alaska for most of the year.

Yes. Cali is a little silly though. Personally I would move ASAP if it were me lol. (Texan)
Anyway, try Rock River Arms, Bushmaster, Stag Arms.
In fact, the only web sight you’ll ever need:

Are you wanting a full-auto. This might be off the mark because even the military uses 3 round burst and not full auto anymore. You must have a Class III Federal Firearms License to own a full-auto or 3 round burst capable firearm. Some of the good folks who come to the gun range near Love Field where I sometimes go own full auto firearms. That is where my son shot a Mac eleven at age 10, courtesy of an owner. I asked later about his license, and he was very polite and informative.

Technically, as a private citizen you can own a Class III weapon in California. All you have to do is obtain the appropriate California license. The problem is that California has never gotten around to actually issuing the appropriate license. So, from a practical point of view, you’re out of luck. If your heart is set on a Class III weapon move to a state that is Class III friendly so all you have to worry about is federal regulations.
