You could build the M40, sure. You can even top it off with a Schmidt Bender/Premier Optics and you got yourself nothing short of the modern Marine Scout Sniper rifle. Of course this will set you back about $7,000 at the minimum. From the question, I can tell that even if you had $7,000 to spend on a good long range system it would not be a wise investment. Purchase yourself a Howa 1500 bull barrel .308 for under $600, put a $170 Bushnell 4200 Elite on top, then come and brag to us when you can reach out past 770 yards with $770.
Another thing you will want to consider is range. It is hard to find a 1000 yard range that you can go to everyday. Unless you have a lot of land or total access to a lot of land you won’t even get off the ground. I would think it would feel pretty worthless to spend $7000 on a rifle that you have to drive an hour to shoot at the ranges you are wanting. Unless you are planning on spending 6 days a week behind the rifle, that would be the most senseless purchase.

No you can not buy a M40 Sniper rifle.
You can not buy any sniper rifle.
How many times do we have to go over this?
Sniper rifles are a rifle that a sniper uses. Not what you think they are.
Just get yourself a varmint rifle in 308 win. That is about as close as you are going to get to one.
You are not a sniper there for you will never have a sniper rifle.

why dont you try hunting with a regular rifle made for hunting, can’t help but wonder why someone wants a sniper rifle???, I suggest you move to another country.

almost any rifle can be a "sniper" rifle when it is is the right hands of a trained "sniper".

a sniper rifle is defined as "an optically equiped high powered rifle". you cannot buy an m40 sniper rifle system. however, you can buy a remington model 700 which is what an m40 sniper rifle starts its life as. all that an m40 is, is a accurized model 700 with better parts.

and you can train your self the sniper shooting abut 1000yard range just practice a lot i can send SAM photos who Looks like min after i build it..
i spend over $3600.

Why? You have expressed an interest in vigilante killing. I have read your profile. There is no such thing as a Sniper Rifle, only rifles that belong to Snipers. Hence: ‘A Sniper’s Rifle’, therefore you, nor I, will own one.

No you can’t by the M40A1 as it is hand assembled in Quantico, VA by the talented Marines in the precision weapons section, weapons training battalion. So you don’t go down to KMART and fill out some paper work.
