I was wondering what specific mechanism makes the difference between a fully automatic M16a1 and an civilian AR-15? I know this it is now illegal for civilians to own fully auto weapons, but its curious how the military opted for semi or 3-round burst weapons instead of fully auto weapons like the M16a1 which is very useful when a soldier is outnumbered by the enemy.

The M16A1 is like 40 years old!! I heard that in 2010 they were thinking about adopting the Bushmaster rifle, but this might easily be a rumor. What do you guys know about this topic?

I would like a primary source preferably for the very first standard issue M-16 assault rifle, although a primary source for the M16A1 or M16A2.
