Warhammer 40k, what is “Strength X” for sniper rifles?

hi,
i’d like to get some SM scouts with sniper rifles. i’ve searched the rulebook and i can’t find anything on what "Str X" means.

Any weapon with the "sniper" rule will always wound on a 4+, regardless of the enemys toughness characteristic,so they have no need for a strength value.
Back in 4th Edition they also used to hit on a 2+, but they dont do that anymore.

snipers always hit on a 2+ and always wound on a 4+.
