The two most common that you will see in North America are the Remington 700P (and it’s lightweight brother, the 700LTR) and the Savage 10FP. There are many others available, however. FN makes the SPR and PBR; Sako makes the TRG series; and CZ makes the 700M1 (not related to Remington) and the 750.
I would say that these would cover the "top" in terms of raw numbers. There are many niche vendors making custom and semi-custom bolt sniper rifles. The ones I see most often are from H-S Precision and McMillan. GA Precision comes in a distant 3rd, primarily because they are much more expensive and the wait is pretty long.
EDIT: I just saw DCA’s reference to the Winchester Model 70. Wow. I haven’t seen a true Win 70 sniper rifle since I left Southeast Asia. The FN sniper uses the Win 70 short action, though.

The Remington 700 series is economic and proven very reliable and accurate.

Yes, The remington 700 is probably best. They come in pretty much any caliber one would wish for. They are very easily customized by a Gun smith (which you will need for "sniping"). It is pretty much the industry standard for which all real long range rifle are judged. Hell, the marine corps has based the M40 sniper model (308 Win) off the 700 for years.
Of course, there are also exotics. Like, the 408. Chey tac (military only) the Walther w2000, which was never meant for hunting, only killing people or anything from barret or the others that make 50 cals.
go with the 700. If you really want to do some good long range shooting (after all, one must be a serviceman or a law enforcement agent to really be a sniper) go with an Ed Brown version of the 700, specifically the Mariner.

I know they have been getting thumbs down but for out of the box accuracy remington 700. Those guys are right. A custom rifle will do marginally better

Sniper Rifles come in many shapes and sizes. They are designed to accomplish a number of missions, only one of which is to terminate human beings. Some will be employed against soft targets such as human beings while others will be employed against material targets such as vehicles, command posts, rail cars and utilities.
.223 cal is about the smallest caliber used while the 7.62 round is the most popular internationally. .303, 308, 30-06 and 300 WinMag are the most used calibers. Larger caliber used against material targets would typically be .50 cal. (Haskins m500 & McMillan TAC-50), and the spectacular 20 mm round used by the Croatian manufactured RT-20.
A good and fairly comprehensive list of the TOP bolt action sniper rifles from around the world, sorted by country of manufacture would be as follows:
