Probably the M4 or the AR-15. My department (corrections) uses AR-15s. The reason for the use of these rifles is that they are a common, easy to use firearm.
Contrary to what BJS states above, the bullet from the cartridge commonly used in the AR-15 and M4 does NOT fragment on contact with a dense target. Generally, FMJ (Full Metal Jacket) rounds are used for their ability to penetrate a target while causing a minimum amount of damage.

Probably the AR because it’s semi-auto and thus better in a situation where you can’t just go in guns blazing and that it’s more readily available to the departments.

Kidding. I think most U.S. SWAT units use M4′s or something similar.

The M16 is still the most used semi automatic/ fully automatic rifle used by law enforcement today. It is used for its super lethal 5.56x45mm cartridge that has a bullet that fragments on contact with a dense target. The M16 was the new and improved replacement for the M14 rifle.

Whatever rifle the department issued to them.
My department has AR-15s, and actually, we have an Uzi submachine gun. It was confiscated way before my time here and is now owned by the department. Don’t ever get to take that out though.

I carry an M4 with me. My department issues M4s and ARs to their ERT members and Ruger Mini-14s to the regular patrol guys.
It will very from department to department but the most common in the US will probably be ARs.
