economic strength and foreign relations are way more critical.
china wins the former. france wins the latter.
to answer to your question, in recent history the US has probably had the "best" or most advanced military technology, although if you remember back 30 years, the north vietnamese showed that resolve trumps this technology.

you cant really compare it by numbers the USA has always been for the hi teck and Russia has been for overwhelming numbers, both are effective in its own way
why do you think we are scared of china’s satellite destroying rockets, if they take our satellites out we are screwed
