Well if all these people knew anything about the Barrett and the .50 Cal ammo, you would know that its a piece of crap, +/- 5 MOA weapon system, so when you are talking sniping, its a turd. Ronnie Barrett does have a hell of a marketing department though, look what all of you believe.
One of the best out there is the Accuracy International Artic chambered in .338 Lapua, you can never count out the Army M-24 and Marine Corps M-40 both in .308, or with the .300 Win Mag conversion for targeting over 800m. The M-110 SASS is a nice system also, and the SR-25 still has its benefits, and personnel that swear by it
Every Sniper has his preference so its hard to say the best, but without a doubt most true Snipers will tell you the M-107 is worthless, but Ronnie knows the military purchasing system and got his product contracted and we are stuck with it.
So all you guys that love your video games give me thumbs downs cause i know you love the Barrett and think its great, but just about any rifle in .338 Lapua Mag is a much better rifle.
As far as best scope, once again it is all shooter preference, the Leupold Mark-3 or 4 series is great for .308 there are tons of them out there such as Zeiss ZM 2.5-10×48, Schmidt & Bender 3-12×50, Leupold Tactical VariXII 4-12×40, so like i said its all about what suits you best, or really what you trained and "grew up" using in the Sniper community.

the Barrett .50 cal. because it can hit its target from a mile away and punch a hole through a cinder block wall. all with next to no recoil

I would say the sniper rifle from Halo. The second man on the team could use a BR. I suggest the BR in case the sniper doesn’t get a head shot and only gets a body shot because the BR guy could finish him off. I highly recommend the assault rifle or rocket launcher and the back up weapon for both guys.

Why are you asking this question in the politics forum?

50 cal for open country. 7.62-51 (308) Winchester, bolt action, with silencer for the woods and urban terrain. The Army offers a very good school on this, and let me say the Marines do also.

The Barrett .50 Cal is beastly, but you need reliability. The .50 cal jams a lot. If you go back in HISTORY, the best would be a druganov(SP?). The Druganov was a semi-automatic sniper rifle, that could shoot 7/10s of a mile accurate. Best scope; I’m not too sure. This would easily get the "One shot One kill" theory.
