What is the best sniper rifle and why? So far I know there are 2, the Victory and the Reservist Rifle.

In my opinion. The Reservist’s Rifle, it has a greater dps and crit multiplier than the Victory Rifle.
Although if you want overkill then this mod I found has the coolest most lethal rifles you can probably get…

well, those are the only two snipers, but there is another, the gauss rifle which is available in the operation anchorage DLC, this is a 1 shot riflr that does 100 damage or so, and can kill in one shot, but it is not as accurate or as fast firing as the others.
i personally like the victory rifle because it is the best allrounder, and has more damage it think, you can check out these guns on: http://fallout.wikia.com/wiki/Fallout_Wiki
