In the Army, this is the duty of the Ordinance Corps. The MOS 45-Bravo (Small Arms / Artillery Repairer) do the depot level work on all infantry weapons, including sniper rifles.

Most minor repairs are done at the unit level by company armorers.

I hear it’s all out sourced now.

There is no MOS or job set that repairs any rifles in the service, its all soldiers who are sent to Armory school through their unit. A unit decides a soldier who is qualified and dependable and sends them to the Armory school. Civilians also do a lot of outsourced work on rifles as well especially after returning from a deployment.
