Marines – M40
Army – M24
Navy – M40/MK11
Those are the most common issued rifles per branch. The M40 and M24 are different variants based on the Remington 700 action, they are the bolt action standby on which all snipers (currently) are trained on as a base system. However, all branches (in certain units) are fielding the Knight’s Armament MK11 (7.62), Barrett M107 (.50 cal), and all sorts of M14 (7.62) variants.
This list does not include the MULTITUDE of variants of designated marksmen rifles fielded.

That depends on the branch. Most snipers pick their own weapons, though there are ones they tend to choose more.
