Actually it depends on what state, you can legally purchase rifles and shotguns in pretty much every state but they are limited to 50 caliber and under (less in some states) and limited to semi automatic (some states require a fixed 10 round magazine limit).
ALL guns are required to be registered and a waiting period is the norm (to provide time for a background check).
In some states a class III federal firearms license can allow you to purchase an automatic weapon but this is restricted to mainly law enforcement, gun dealers and weapons manufacturers.
Weapons developers and manufacturers for military equipment can be licensed to manufacture heavy caliber weapons and explosives (this is the case in most countries, the difference being many countries these are state owned ONLY).
Handguns require registration and a background check and are more tightly regulated (even resulting sales bans in some cities, ironically resulting in HIGHER violent crime rates, these laws have been overturned because they were found to be unconstitutional).
